The Learner Licence is your first step in the three-stage process of obtaining your full driver’s licence.

This stage is crucial for building a solid foundation in road safety, driving skills, and knowledge of traffic rules.

You will need to apply, and pass a theory test to proceed to the next stage.

Application

Steps

  1. Eligibility: You must be at least 16 years old to apply.

  2. Visit a Driver Licensing Agent: You need to go to a registered agent, such as AA, VTNZ, or VINZ, to begin the application process​.

  3. Application Form: Complete the required DL1 application form at the licensing agent. You’ll need to bring valid identification (e.g. a passport or birth certificate)​.

  4. Eye Check: You will be required to pass an eyesight screening to ensure you meet the vision standards.

  5. Theory Test: A computer-based multiple-choice exam on road rules, hazard perception, and safe driving practices.

  6. Application Fee: Currently NZD $96.10, which includes the theory test fee​.

  7. Retake Fees: If you fail you can rebook for a retest costing NZD $54.60 per additional attempt​.

The Learner Licence Theory Test

This is your first practical step in the licensing process, designed to ensure you have a solid understanding of road rules, safe driving practices, and any potential hazards.

Test Format

  • Number of Questions: 35 multiple-choice questions.

  • Topics Covered: Road rules and regulations, Safe driving practices, Hazard identification and responses.

  • Passing Criteria: You must correctly answer at least 32 out of 35 questions to pass.

Test Location

The theory test is conducted at driver licensing agents such as AA, VTNZ, or VINZ. You need to book your test in person at these centres​. You can view our directory of locations in the navigation above.

Fees

  • Test Fee: The theory test fee is included in the NZD $96.10 learner licence application fee.

  • Retake Fee: Additional fees of NZD $54.60 per retake apply​.

After Passing

You'll receive a temporary learner licence, which is valid for 21 days until your photo learner licence is mailed to you.

Retaking the Test

If you fail the test on the first attempt, you can rebook it. If you fail twice on the same day, there is a 10-working-day waiting period to give you time to review the road rules​.

Proper preparation is key… here are the best ways to get ready:

Study the New Zealand Road Code

The New Zealand Road Code is the official guide that contains all the rules, regulations, and safe driving practices that you need to know for the test.

  • Focus on key areas, such as road signs, road rules, and hazard identification.

  • Purchase a physical copy or access the Road Code online for free.

Use Online Practice Tests

Practice tests, which mimic the real theory test format are available online, for example the Drive website provided by NZTA, offer sample questions and quizzes.

Language and Accessibility Support

The test is available in several languages, including Māori, Samoan, and Chinese, so if English is not your first language, or if you have reading difficulties, you can apply for additional support.

You may also be eligible for extra time or an oral test if you have specific language or reading needs.

Take Your Time

It’s important not to rush. On test day, take your time reading each question carefully. You can change your answer as long as you haven’t moved on to the next question.

Revisit Your Weak Areas

After taking practice tests, identify areas where you may be weaker. Spend more time reviewing those sections in the Road Code and taking specific practice questions related to those topics.

Learner Licence Conditions

Once you have obtained your learner licence, there are several important conditions you must follow:

Supervision Requirement

You must always be supervised by a fully licensed driver when driving. The supervisor must:

  • Hold a full, current New Zealand licence for the class of vehicle you are driving.

  • Sit in the front passenger seat at all times.

Display of L Plates

Learner plates must be clearly displayed on the front and rear of your vehicle. These plates indicate to other drivers that you are still learning and:

  • Must be yellow with a black L

  • Are required by law.

Zero Alcohol Limit

Learner drivers are subject to a zero alcohol limit. You must not consume any alcohol before or while driving. Any breach of this condition will result in severe penalties, including fines and possible disqualification​.

Speed and Road Rules

You must always adhere to the posted speed limits and road rules. Failure to follow the basic road rules, such as speeding, failure to give way, or running red lights, can result in fines and demerit points​.

Restrictions on Driving Time (Motorcycles and Mopeds)

If you are learning to ride a motorcycle or moped, you cannot ride between 10 PM and 5 AM, and you are not allowed to carry passengers.

Penalties for Breaching Learner Licence Conditions

Breaking any of the learner licence conditions may result in you receiving a fine of up to NZD $100 and accumulating 25 to 35 demerit points.

Accumulating too many demerit points can lead to suspension or cancellation of your licence​.

Driving Without a Supervisor

If you are caught driving without a supervisor, the police have the authority to:

  • Instruct you to drive home immediately.

  • Immobilise your vehicle by taking the keys or clamping the car​.

Once you have successfully passed your learner licence theory test, the next steps are focused on gaining driving experience and preparing for the restricted licence test.

Practice Driving Under Supervision

  • Start building real-world driving experience with a fully licensed supervisor seated beside you.

  • Practise a variety of driving skills, such as parking, lane changes, and driving in different conditions (e.g. night driving, wet weather).

Hold Your Learner Licence for a Minimum Period

You must hold your learner licence for at least 6 months before you can apply for a restricted licence​. This waiting period allows you to practice and develop your driving skills.
